Quite a conundrum

The Belleville City Council will convene in about two hours and once again discuss the issue with City Manager Walter Mears.
The meeting will start at 7:30 p.m. at Belleville City Hall and then move to Belleville High School because of the large crowd expected to turn out.
The first item on the agenda is to express a vote of no confidence in Mears and fire him.
Will there be a large turnout? Almost definitely.
What should be done?
That’s the interesting question.
The issue came up about Mears’ educational credentials about three or four months after he was hired to do the job. In an attempt to resolve it once and for all, the council directed Mears—on a 3-2 vote at the July 16 city council meeting—to produce the documents. He didn’t.
The council is in a no-win situation now. They can’t fire him for not turning in the requested documents, because they didn’t require in the first place. On the other hand, they can’t allow the city manager to snub the requests they make, either. If so, they’re admitting they have no control.
Of course, they could fire Mears for ignoring the resolution and they would probably win any legal challenge that came from the action. Whether or not they’ll go that route, and what that means for the city going forward remains to be seen.
I, for one, don’t see an easy way out for either party.
